The FAA usually keeps the ATA or Flight Data jobs open for controller washouts, it doesn't pay much GS-7, the supervisor of flight data is a GS-9. It's really for the most part a dead end job. Not many people get to move around within the agencey once you get put into Flight Data. Folks that get that position either quit real quick or stay there forever. I think of it as a "being put out to pasture job." I will say a couple of good things about the position, It's easy, not a whole lot of work related stress, relativley good benefits also you don't need a medical. Some centers, Flight Data stays open 24x7, some close up early. Never the less you still get bounced all over the clock. The pay is about $32.000 to $40.000 per year and really doesn't go any higher than that. I spent a little over 2 years as one and resigned, due to basically lack of opportunity and low pay for the location I was in.
If she was a certified controller the options I can think of are DOD or contract ATC facilities, another possible option might be NTSB given her back ground and education.
Given the fact that the FAA is really starting to hurt BIG time for seasoned Qualified controllers they may be willing to waive the age thing, if not now, perhaps in the near future, depending how bad things get within the FAA.
