If you are flying a "non-certified" aircraft in IMC with temps below the freezing level, I would interpret that as flying in "know icing" conditions. Because you can reasonably assume that icing CAN exist under those conditions.

You can go for a walk on a live range. It doesn't mean that you will get hit. But you can reasonably assume that there is a good chance.
