Ok, but if you take the view that anytime ice is POSSIBLE, that constitutes "known iceing" then that means that every IFR flight is illeagel, unless your airplane is approved for know iceing.

Thats liks saying since there are landmines somewhere in South Korea, you should never set foot in the entire country.
