Don't know what Omni's story is, but at places like FedEx, you get hired on and if the only seat available is FE, you get FE and wait for the senority to hold FO on something. The AF is living in the past with the enlisted career FE. My brother, a mechanic at FedEx, tried to convince them to hire him as an FE if he got his license, but they laughed and said no.
