Do you by chance live near BGR? Welcome to JC.

The VOR here is about 2.5 miles north of the field. Never hurts to ask for clarification, but I would assume for enroute IFR traffic (especially where the VOR was part of the filed route) that the VOR wuld be the place to be. If you are /A or /U IFR, you would obviously be going to the VOR. As VFR traffic in the terminal area, do whatever you want.

Thats my background from flying /A and /U airplanes and a whole bunch of VFR.
