Im currently in INDOC for Chautauqua on the 145. The bases are handed out at some point in training, we havent gotten ours yet. As most places bases are handed out based on needs and seniority. They say you can get any base within a couple months but if it is a senior base you may have to sit reserve for a good bit. Rumor has it that you can hold a line in as little as a week at some of the junior bases. The 145 is a good place to be, the upgrade time is much quicker than the 170 and you can go from right seat in the 145 to left seat in the 170 if you want to. You may have to wait longer but its always an option if you really care about what you are flying. Talked to a guy in upgrade training in the 145 and he was a Nov 2006 hire. You won't see that in the 170. The Indoc trainers are great and make the classes go by quick. Good luck...
