If I'm a SE CFI initially, and am getting my ME add-on, the FOI is not a required item. If I'm a ME CFI initially, and am getting my SE add-on, the FOI is also still not a required item. (Area of Operation I is not a required item for a CFI add-on)

BUT - Yes. My examiner, who is a rather high up inspector for the ATL FSDO, told me directly (with two other inspectors in the room) that the FOI was now not a required item since I held a ground instructor certificate.

Hopefully that explains it, if not. . .I'll try again. Had a few drinks tonight already. hehe
