Ok, thats where Im slightly confused, 61.31(f) says that no person may Act as PIC unless they have the endorsement.

Lets say Pilot A has the endorsement
Pilot B does NOT have the endorsement
they both go on a flight, and pilot B is the sole manipulator... Your saying that Pilot A has to ACT as PIC, but pilot B can log it as PIC?
So Pilot A has to be the one ACTing as PIC but he cannot log PIC because he is not the sole manipulator... right?

otherwise they would both be logging PIC
