I think you answered your own question with the quote of how 135.1(a)(3) read at the time. Assuming the FAR 1.1 definition of "air commerce" was the same as now, "private carriage" would be covered by that version of 135.(a)(3) and "

"a Part 135 operating certificate is required for these flight operations."
Now, the closest we get is 135.(a)(1) that says 135 covers operations that require an operating certificate under 119, which says....
IMO, this is one of the true "gray areas" in the FAR.
