I could be wrong but the way I understand it, they are only allowed to require a first calss medical prior to offering employment. They can not make hiring decisions bassed on medical issues if the candidate does hold a first class medical. They can however, make a conditional offer of employment pending results of their own medical exam, but that exam can not be conducted until the after conditional offer of employment has been given.
