in essence, if it has been over 5 years since a minor crime, you can apply for a certification of "rehabilitation" by providing your rap sheet, court documents, etc etc

if it has been less than 5 years, you have to apply for a temporary resident permit, which has similar requirements but more scrutiny, from what i understand.
