Yes they do consider it bootlegging, I have seen many a Utah Highway Patrol checkpoint coming in on I-80 from Wyoming and from the Idaho side on I-84, and have friends that went to jail for trying to "import" a keg of Evanston's finest. I don't know why people always say "bring real beer" because if the 3.2% aint cuttin it for ya just go to the liquor store and buy the beers brewed out of state. It has more to do with the state collecting revenue than prohibition.
