I've been out of CAP for some time, but I'm pretty darn sure National regs prohibit primary instruction in CAP aircraft for senior members.
Given the checkout requirements for even the lowest CAP pilot rating (Transport pilot) I can't see them ever allowing a student solo.
I do know that CAP flight instructors cannot charge for their time and therefore most choose to focus on training related to the CAP mission such as proficiency, IPC's, Mission Pilot training and "Form 5" checkride prep, rather than training for FAA ratings.
