I would have to say the cheaper route. No one knows where you get your ratings until its time for a type then you only have a few choices anyway. You can always get your ratings and move over and instruct at the school with more students.

I've found that flight training on primary level is pretty much the same if you find a good instructor. Talk to his/her current students then choose. You can always change your mind. I did several times.
