I was able to get "independent study" credits for working towards my PPL, IFR, an Commercial writtens. A friendly Geography teacher was an ex-Nam Huey pilot and flew Cessnas. I was able to talk him into "sponsering" my independent study.

Maybe you could find a teacher who's a pilot to back you up? I'd go over the counselors head if you think it might work.
