EVERYONE. There are, I believe, over 600,000 certificated pilots here in the U.S., and we ALL would deserve something like that. I didn't mean to imply otherwise. Also, the idea would be to enhance safety to a degree (without silly regulations or restrictions) that we would hardly need to
