Its a lot harder to justify a subscription-based navigation system (i.e.,
Galileo) if you already have a bunch of procedures defined using other, free, global positioning systems. I suspect a lot of their lag is politically motivated ... you know, the European Way (and I don't mean Rumsfeld's "Old Europe").
