actually your answer is in (c) for instrument instruction. The instrument applicant is not seeking an aircraft rating (ie ASEL, AMEL, ASES, etc) so (b) is not applicable. To instrument instruct in a multi the instructor must be instrument multi on his pilot cert and instrument on his cfi cert.
