If this is what they told you, I'd walk the other way. You shouldn't have to pay any extra money to log PIC doing safety pilot time. I'm sure midlife flyer will chime in and give the great definitions he has in his FAQ files, but basically both pilots, depending on the arrangements made before the flight, should be able to log PIC time. One person will get cut short when the pilot is not under the hood, but it's a miniscule amount of time if you are really doing SP time.
