Yup. The only instruction that =has to= be with a CFI is the instruction used to meet "instrument training" or "instrument instruction" requirements in the FAR.

For the instrument rating, the rest of the required instrument time (not training) doesn't even have to be with a CFI. It could be with a private pilot acting as safety pilot.
