Like everyone said, when sombody references a number ie 141 they are refering to the section in the FARs (the regs) that govern that specific type of flying.

Part 61- Basic type of regs covering pilot certificates (hour requirements etc.
Part 141- Regs for certain types of flight schools which grant pilot certificates.
Part 121- Regs for scheduled air carriers ie (Delta, Continental, etc)
Part 135- Regs for charter operations also known as "on demand."
