sometimes the problem is "potential debt" for example... perfect credit owing only on his morgage but has 5 credit cards with zero balances but 15,000 limits... the bank see the "potential" of something getting charged and not being able to pay back this loan....

I would ask your dad about this and if he has cards with zero balances, cancel them.
