As it stands right now, instructors with sufficient TT are invited to take the course, culminating in a checkride with SOME regional, (not necessarily ExpressJet by the way) and when interviewed or hired, you can then pay for the program. This is not a "finders fee", it is a deferred payment on the program to help the instructors out, and
no one is forced to participate.
