Yup. Why bother to go through all the trouble of teaching someone how to fly a plane when a terrorist can just get on the subway with a duffel bag full of plastic explosives and nails and setting it off like they did in Madrid. Or putting a bomb in a trash container at a mall. Or a million other things!
