Maybe true, but that certainly doesn't match
my experience. We manage 13 aircraft. 1 is blocked, and it is the one that is the LEAST used for personal or pleasure travel by the owners. They're in a highly competitive wholesale/retail business though, and my understanding is they block the tail to keep their competitors from knowing what community(s) they are looking to expand to.
